ಬದಲಾಗಬೇಕಿದೆ RBI/BCSBI ಗಳ ನಿಯಮಗಳು

ನಮಗೆಲ್ಲ ತಿಳಿದಿರುವಂತೆ RBI  ನವರು ಚೆಕ್ ಗಳು  ಹೆಚ್ಚು ಸುರಕ್ಷಿತವಾಗಿರಿಸಲು CTS -2010 ಅನ್ನು ಹೊರತಂದಿದೆ. ಇತ್ತೀಚಿಗೆ ಕೆಲ ಗೆಳೆಯರು ಸಿಟಿ ಬ್ಯಾಂಕ್ ನವರಿಗೆ ಹೊಸದಾಗಿ ಕೊಡಲಾಗುತ್ತಿರುವ ಚೆಕ್ ಗಳಲ್ಲಿ ಕನ್ನಡ ಸಹ ಅಚ್ಚು ಹಾಕಿ ಎಂದು ಪತ್ರ ಬರೆದಿದ್ದರು. ಅದಕ್ಕೆ ಸಿಟಿ ಬ್ಯಾಂಕ್ ನವರು ಹೀಗೆ ಉತ್ತರ ಕೊಟ್ಟರು 

We wish to inform that as per the Master Circular on Customer Service dated July 2011, the cheque books are printed in English and Hindi. Further, the customer can write the cheque in his regional language. Please find below the extract of the same. 

Quote:

5.7.2 Writing the cheques in any language

All cheque forms should be printed in Hindi and English. The customer may, however, write cheques in Hindi, English or in the concerned regional language.

ಸ್ಥಳೀಯ ಭಾಷೆಗಳಲ್ಲಿ ಚೆಕ್ ಗಳನ್ನು ಅಚ್ಚು ಹಾಕದೆ ಇರುವ ಬಗ್ಗೆ ಬ್ಯಾಂಕಿಂಗ್ ಲೋಕಪಾಲರಿಗೆ (banking ombudsman) ದೂರು ಕೊಡಲಾಯಿತು. ಆದರೆ RBI ನಿಂದ ಬಂದ ಉತ್ತರ ಅಚ್ಚರಿ ಮೂಡಿಸುವಂಥದ್ದು 

"In response to your query on clause 2.1.2 of BCSBI code/guidelines, the bank has stated that in compliance to the above guidelines, all product information is displayed/communicated to their customers in English/Hindi.As such we express our inability to proceed further in the matter under clause 13(a) of the Banking Ombudsman Scheme, 2006."

ಹಿಂದಿ ಇಂಗ್ಲಿಷ್ ನಲ್ಲಿ ಮಾತ್ರ ಸೇವೆಗಳನ್ನು ಕೊಡುತ್ತೇವೆ  ಎಂದು ಬ್ಯಾಂಕ್ ಉತ್ತರಿಸಿದರೆ , ಲೋಕಪಾಲರಿಂದ ಬಂದ  ಉತ್ತರದಲ್ಲಿ ಈ ವಿಷಯವಾಗಿ ಇನ್ನೇನು ಕ್ರಮ ಕೈಗೊಳ್ಳುವುದಿಲ್ಲ ಎಂದು ಕೈ ಚೆಲ್ಲಿರುವುದು ಕಾಣಬಹುದು.

ಬದಲಾಗಬೇಕಿದೆ BCSBI  ನಿಯಮಗಳು 

ಬ್ಯಾಂಕಿಂಗ್ ನಲ್ಲಿ ಎಲ್ಲರ ಒಳಗೊಳ್ಳುವಿಕೆ (financial inclusion ) ಹೆಚ್ಚಿಸಬೇಕೆಂದು RBI ಮತ್ತೆ ಮತ್ತೆ ಹೇಳುತ್ತಾನೆ ಇರುವುದು ನೋಡಿದೀವಿ. ಆದರೆ ಜನರ ಭಾಷೆಯಲ್ಲಿ ಬ್ಯಾಂಕ್ ಗಳ ಸೇವೆಯನ್ನು ಕೊಡದೆ ಬರಿ ಹಿಂದಿ ಇಂಗ್ಲಿಷ್ ಗಳಲ್ಲಿ ಸೇವೆ ಕೊಟ್ಟು ದೇಶದ ಎಲ್ಲ ಜನರನ್ನು ಮುಟ್ಟಲು ಹೇಗೆ ಸಾಧ್ಯ? 

BCSBI ಒಂದು ಸ್ವತಂತ್ರವಾಗಿರುವ ಸಂಸ್ಥೆಯಾಗಿದ್ದು ಬ್ಯಾಂಕಿಂಗ್ ಸೇವೆಗಳನ್ನು ಜನರಿಗೆ ಸರಿಯಾಗಿ ಸಿಗುವಂತೆ ನಿಯಮ  ಮಾಡುವುದು ಅದರ ಹೊಣೆಯಾಗಿರುತ್ತದೆ.  ಗ್ರಾಹಕರಿಗೆ ಬ್ಯಾಂಕ್ ಗಳಿಂದ  ಸಿಗಲೇಬೇಕಾದ ಸೇವೆಗಳು ಏನು ಏನು ಎನ್ನುವುದಕ್ಕೆ  BCSBI ಒಂದು ನಿಯಮಾವಳಿ ರೂಪಿಸಿದ್ದು ಅದನ್ನು ಈಗ ಮರು ಪರಿಶೀಲಿಸಲಾಗುತ್ತಿದೆ. 

ಬನ್ನಿ, ಇಲ್ಲಿಗೆ ಪತ್ರ ಬರೆದು ಸ್ಥಳೀಯ ಭಾಷೆಗಳಲ್ಲಿ ಎಲ್ಲ ಬ್ಯಾಂಕಿಂಗ್ ಸೇವೆಗಳು ಸಿಗಬೇಕು ಎಂದು ನಿಯಮ ರೂಪಿಸಿ ಎಂದು ಒತ್ತಾಯಿಸೋಣ
